but anybody who has that feature turned off can hear everybody on that channel, so it does not increase privacy in any way, and it certainly doesn't increase channel capacity -- two people using different "sub-channel" settings can't both transmit on the same channel at once and expect their transmission to be heard by the desired listeners.

If you don't care about privacy, can you effectively have 15 conversations gonging on separately in one channel then? (assuming everyone sets their radio properly).

you can have a lot more than 15 if you use the right radios.
the limit on the number of concurrent conversations you have depends on how much time each conversant spends talking. an individual who simply won't shut up can lock out the channel for everyone else for long periods of time. but if everybody's conversations consist of short sentences punctuated by long silences, then you could probably get a lot more than 15 onto one channel.
